Weekly Assessment by Shuimogou Police Station
Sept 10 to 16, 2018
(i) Intelligence on the enemy
- This week, we have investigated main risk factors that could destabilize our jurisdiction by verifying the identity of persons involved and analyzing source of the information, nature of the case and level of suspicion on the basis of the intelligence dispatched to us.
This week, we have verified and replied to 16 leads dispatched from higher authorities. We have received notifications on 28 individuals and checked on 28 of them. Among them, 2 are under preliminary neighborhood control, 10 under neighborhood control, 6 are being checked, 3 discharged, 1 transferred to another jurisdiction, 5 preliminarily restricted at border control and 1 under preliminary re-education.
Regarding the nature of cases: These cases involve: verification and management on relatives of three kinds of people; verification on suspicious activities by a Urumqi resident(s) who had communicated with friends on WeChat and a person related to whom had twice been to Egypt; verification on individuals who entered Urumqi on a train, bus or plane or through checkpoints surrounding Urumqi; verification on key demographics among incoming migrants; verification on individuals who had applied for certificates for used cars; and verifications on applicant(s) of ID documents using forged identity, apparently to obtain a passport for overseas traveling.
Regarding the identity of involved individuals: These individuals include: those with a criminal record, laborers, students and self-employed and unemployed individuals.
Assessment: 1) Strengthen inspections over migrants and rented rooms. It is imperative to thoroughly check urban villages, rural-urban fringes and areas where relatives of “three kinds of people” concentrate. We should strictly verify personal data of undocumented individuals to eradicate individuals in hiding who endanger national security. 2) Continue combing through the data to search for individuals who are mentally ill, who are involved in terrorism or personal extremist activities, and who have petitioned cases related to the military or taken part in financial-driven collective actions. When individuals with abnormal situation are found, their data shall be reported in a timely manner. We should regularly learn about their mental state and concretely implement stability maintenance measures. 3) Continue to implement management and control measures to combat evil cults. In particular, we should properly assess and evaluate the key demographics susceptible to “The Church of Almighty God”. There is 1 such individual in the purview of our Police Station (North Tuanjie Neighborhood). No abnormal signs are observed as of yet. 4) Strengthen the screening of foreign-funded enterprises and management of foreigners. Keep a record of such entities and individuals and pay close attention to their behavior in real world.
- Regarding relatives of three kinds of people: There is a large number of relatives of “three kinds of people” who are under management and control, in total there are 396 households (1007 people), among whom 577 males and 430 females. Among these relatives, 353 are born after 2000 and 123 are born in the 1990s.
Assessment: 1) Some relatives of people in custody have not been able to meet with or talk with these people in custody. This creates a risk for instability among the relatives (especially at Xinfang Neighborhood and Kangju Neighborhood). 2) Some relatives of people in custody are going through difficulties and are not emotionally stable. (In Kangju neighborhood: The daughter of a person in custody is mentally impaired and has a tendency of self-harm, among other things. Her grandmother, who is supposed to be her guardian, is too old to take care of her.) 3) A handful of relatives are minors. For example, the case in Zhongtai Neighborhood whose father has passed away and mother is in custody and there’s no relative to turn to. Although neighborhood cadres attend to them, risks still exist.
Measures: 1. Neighborhood police officers, along with Neighborhood Administrations, should provide help and support to relatives of people in custody who are in need, for example, helping them to find a job, etc. With a sense of gratitude for such care, they would be more cooperative with the management and control. 2. Arrange for police officers to contact relevant agencies to verify the condition of three kinds of people in custody. Eliminate risks for instability among the relatives by seeking to arrange face to face meetings. 3. For those who are minors, show more care with frequent cordial conversations. Try to persuade other relatives to take care of them, so as to let the minors feel the care in their mind.
- Progress in the investigation of national security cases
1) Merbanam Ablet (麦尔巴娜木·阿布来提), suspect in the crimes of propagating terrorism and extremism, and inciting terrorist activities
It was established in investigations according to the law that the suspect Merbanam Ablet (麦尔巴娜木·阿布来提), during 2013, uploaded to and shared on her QQ Space 15 pictures of extremist and illegal religious nature. Among those pictures, 13 contained illegal religious content and 2 contained extremist religious content. She admitted to the aforesaid illegal activities without reserve. The police criminally detained the suspect Merbanam Ablet according to the law. Further investigation is under way.
2) Merhaba Musa (美丽哈巴·木萨), suspect of stealing, obtaining, purchasing, and illegally providing state secrets and intelligence to parties abroad
Preliminary investigation indicates that: Merhaba Musa (美丽哈巴·木萨, F, Uyghur, ID: 650105198003020045, registered address: Apt. 302, Entrance No. 3, Building No. 14, District 4, 1186 South Qidaowan Road, Shuimogou District, Urumqi 乌鲁木齐市水磨沟区七道湾南路1186号4区14号楼3单元302号) discussed suspicious information using coded language with an individual abroad Melikezat Abliz (买里克扎提·阿不里孜, F, Uyghur, ID: 650106197809170028, registered address: 900 ext. 102, Heba 1st Alley, Tianshan District, Urumqi 乌鲁木齐市天山区河坝一巷900号附102号). Melikezat Abliz was listed online as a wanted person by Xinjiang Dadui Police Station of Tianshan Precinct. Their discussions appear to be about the situation of people under transformation through education. On July 14, 2018, Merhaba Musa was taken in custody at No. 3 Detention Center under criminal detention. This case has been transferred to Shuimogou District Procuratorate (her arrest is submitted for approval).
3) Case under investigation: The suspicious behavior of Sumeyye Abla (苏麦叶·阿卜拉), who impersonated Nefise Ömer (娜菲莎·吾买尔), daughter of Aynur Abdu (阿依努·阿不都), to apply for identification documents, with the apparent purpose of obtaining a passport to travel abroad.
On Sept 7, 2018, officers at Shuimogou Police Station located the three individuals involved in this piece of information, namely Sumeyye Abla (苏麦叶·阿卜拉), Reylan Tuyghun (热依兰·吐依洪) and Aynur Abdu (阿依努·阿不都). They are under investigation.
Aynur Abdu confessed that: She knew Elijan Rozi (艾力江·如孜, M, Uyghur, registered address: 900 ext. 150, East 2nd Alley, Qidaowan Road, Shuimogou District, Urumqi, [乌鲁木齐市水磨沟区六道湾路东二巷900号附150号], ID: 65010519801123131X) because they were from the same neighborhood. Elijan Rozi is currently in custody at a drug rehabilitation center. She is a friend of Reylan Tuyghun. Elijan told Aynur that she could profit by selling identity information. Therefore Aynur sold the identity information of her daughter, Nefise Ömer, to Tohti Emet (托合提·艾买提, M, Uyghur, registered address: Fenghuang Road 326, Manas County, Xinjiang [新疆玛纳斯县凤凰路326号], ID: 652926198603122018), through Elijan as the intermediary. Tohti Emet was arrested by Tianshan Precinct in June 2016 on the suspicion of forgery, fabrication and sale of national identity documents [伪造,编造,买卖国家证件罪]. In May 2015, five people, namely Aynur Abdu, Elijan Rozi, Reylan Tuyghun, Tohti Emet and Sumeyye Abla, went to the Household Registry Hall of Shuimogou Precinct to apply for an ID card for Sumeyye Abla. When the document came out, Tohti Emet took it away.
Police officers interrogated Elijan Rozi at No. 4 Correction Bureau. Elijan Rozi confessed that: He acted as the intermediary, took RMB 4000 from Tohti Emet and sold Nefise Ömer’s identity information to Tohti Emet. Elijan Rozi gave Aynur Abdu RMB 2500 and kept RMB 1500 in his own pocket.
Reylan Tuyghun confessed that: She is friends with Aynur Abdu and Elijan Rozi. Reylan and Elijan told Aynur that she could make some money by selling identity information. In May 2015, the five people, namely Aynur, Elijan, Reylan, Tohti and Sumeyye Abla, went to the Household Registry Hall of Shuimogou Precinct to apply for an ID card for Sumeyye Abla. After that, Reylan Tuyghun, Aynur Abdu and Elijan Rozi did drugs together.
Handling of the case: The police put Reylan Tuyghun under neighborhood control by Kangju Neighborhood. The police subjected Aynur Abdu to 15 days of administrative detention. Police officers continue to interrogate Sumeyye Abla for further information.
National security information:
- Abdurehim Mehet (阿卜杜热依木·麦海提, M, Uyghur, ID: 653022196712311712, registered address: Akto County, actual address: 81-5-602 in our jurisdiction) visited the Neighborhood Administration to apply for a statement that attests to the destitute situation of his family for the schooling of his children. The Neighborhood Administration has found out that his family is indeed in need. The main source of his family income is the minimal life guarantee for minor children of “relatives of three kinds of people”. The amount of this financial support is RMB 450 per month for each child. It is handed out every quarter. He wanted the Neighborhood Administration to issue a statement explaining the dire financial situation his family was facing. With such a statement, the school would provide a reasonable reduction of the tuition and other fees for his three children. The Neighborhood Administration provided a written statement explaining the difficult situation his family was facing in the spirit of both helping and managing relatives of three kinds of people. Neighborhood cadres would continue to provide help to and maintain management and control over the relatives of three kinds of people. When any irregularity is found, it would be reported in time.
- Recently, relatives of three kinds of people in Xinfang Neighborhood had the chance to frequently meet or have phone calls with people under transformation through education. A lot of relatives of people who are in detention find this incomprehensible and frustrating. Family members complained that they hadn’t been able to talk to or meet their sons or husbands since April 2017, if they knew their whereabouts at all. Conversations with cadres in charge of these households or police officers did not assuage their frustration. They went on to cry at the Neighborhood Administration and complained about the difficulties they were facing, such as the need to be taken care of for being too sick. As time went by, negative emotions built up, which added to the difficulty of community work. A handful of individuals in custody had taken on car mortgages before being taken into custody. Now that their ID cards had expired, necessary payments could not be processed and their vehicles could not be inspected.
- Turghun Niyaz (吐尔洪·尼亚孜, M, Uyghur, ID: 650104197706131613) is under supervision at Xinfang Neighborhood. He has a record of mental health issues. He was in close contact with people in pre-trail detention and was briefly subjected to transformation through education. He was later deemed unfit for re-education because of his mental illness and was transferred to neighborhood supervision. Turghun Niyaz was transferred to Xinfang Neighborhood from the jurisdiction of Sangong Police Station [三宫派出所] in Xinshi District. Recently, he came to the Neighborhood Administration to ask for leave to travel to Chengdu, Sichuan. Turghun Niyaz speaks reasonably good Mandarin and he has a cousin who is in charge of a rural cooperative in Bay County, Aksu. With the harvest of agriculture produce at Bay County, they planned to sign a contract with a trading company in Chengdu, Sichuan. And Turghun speaks communicable Mandarin. That company has sent a copy of their business license via fax. He wanted to be approved for leave. Based on his everyday behavior and stability of mental state, the Neighborhood Administration assessed again on two levels of authority and decided to allow him five days leave for Chengdu, on the condition that he submit a written promise to follow the rules of the leave and remain reachable on the phone. Turghun traveled away on leave on Sept 10. Turghun Niyaz thanked the Neighborhood cadres for their understanding and expressed that, after coming back, he would support and follow neighborhood supervision, educate his children to never break the law. Xinfang Neighborhood has reached their goal in educating and helping him on the level of thought and has produced a good outcome.
- Abdurehim Mehet (阿卜杜热依木·麦海提, M, Uyghur, ID: 653022196712311712, registered address: Akto County, current address: 81-5-602, East Wenquan Road 287) is extremely destitute. His wife Aygül Abdurahman (阿依古丽·阿不都热曼) was taken to transformation through education by Akto County Government in Nov 2017 because of duplicate records in the household registry. Abdurehim Mehet has a bad health and is out of a job. He takes care of five children, among whom four are going to school. The Neighborhood Administration organized local businesses and shops to provide help in various forms to this family in need. Through wide mobilization, residents in this jurisdiction made generous donations of clothes to his three children. When he learned there were students who often went to school starving, Li Cheng (李成) the owner of Hongliu Manor, a local business in this jurisdiction, generously decided to provide help in the name of his business by saving 200 RMB each month to the lunch card account of each child, covering the food cost of these kids. Next, the Neighborhood Administration will actively help Abdurehim Mehet by finding an employment for him so as to provide financial security for this family.
- On Sept 10, 2018, Shuitashan Subdistrict provided 4050 RMB in livelihood support to Emet Ismail (艾再提·司马义) and 4050 RMB to Ilaldin Eysa (伊拉力丁·艾沙), both are relatives of three kinds of people. The Neighborhood Administration will continue to provide help and support.
- Agent DX18-2-81 in Tuanjie Neighborhood [团结社区] reported a piece of information pertaining to resident Daniyar Emet (达尼尔·艾买提, M, Uyghur, ID: 650105199606170012). Daniyar Emet had been sentenced to 7 months in prison for theft in Oct, 2012. He was on the list promulgated on July 1, 2017 and was marked for using Zapya. He argued that he only browsed on the app and did not use it. Daniyar Emet is a student at Tianjin University. On Sept 10, 2018, the Neighborhood Administration received a notice for cooperation in background check from the Public Security Bureau in Huanghua [黄骅], Cangzhou, Hebei Province. The Neighborhood Administration provided feedback in time. Daniyar Emet’s father is Emetjan Niyaz (艾买提江·尼牙孜, M, Uyghur, ID: 650104197111233338, registered address: Apt 503, Entrance No. 4, Building No. 12, Jingxiu Mansions [景秀山庄], North 3rd Alley 11, West Wenquan Road, Shuimogou District), formerly a bus driver for Urumqi Public Transport Company. Emetjan Niyaz was on the detention list promulgated from higher authorities on Sept 26, 2017 and was marked for frequently changing mobile phones and SIM cards and for abnormal activities on Zapya [快牙] at night. Emetjan Niyaz was transferred from detention to vocational training in Dec 2017.
- On Sept 11, 2018, Merdan Yasin (买尔旦·亚森, M, Uyghur, ID: 650102198904214059), a person in custody in Xinfang Neighborhood, was released and transferred to neighborhood supervision because he suffered from viral meningitis. This person has stopped medication because he could not afford treatment. He had been first detained, then transferred to re-education, because of his involvement in July 5 riots.
- Sept 12, 2018, an individual under supervision at West Wenquan Neighborhood Elijan Enwer (艾力江·艾尼娃尔, M, Uyghur, ID: 650105199409280036, registered address: Apt 502, Entrance 1, Building No 91, West Wenquan Road 302, Shuimogou Dist, Urumqi), who works as a used car dealer at Jingyi Zhicheng dealership in Miquan, came to the Neighborhood Administration to tell the police officers that business was slow as the dealership. Now he was wondering if he was allowed to be a night shift cab driver after his day job. Upon assessment, Neighborhood cadres decided to strengthen the follow-up and supervision on his thoughts.
- Adil Ismail (阿地里·司马义, M, Uyghur, ID: 652201198105130212), living at Apt 204, Entrance No. 2, Building No. 32 in North Wenquan Neighborhood, left on the morning of Sept 12 for Hejing County, Khotan to market soft drinks.
- Erkin Yakup (艾尔肯·亚库普, M, Uyghur, ID: 653122196409060012, registered address: Apt 202, Entrance No. 3, Building No. 11, Anju Residential Complex, Kaisikanya’er Road 4, Yenisheher County, current address: Apt 202, Entrance No. 3, Building No. 11, Anju Residential Compound, Kaisikanya’er Road [开斯坎牙尔路] 4, Yenisheher County [疏勒县], Xinjiang, work unit: Yenisheher County Power Supply Company, Party member), owner of the vacant housing unit at Apt 201, Entrance No. 2, Building No. 62 in Wenquan Neighborhood, reported to the Neighborhood Administration because he needed to apply for a Certificate of House Property Right for that apartment. He had asked for a 7-day leave from his original place of residence to process his housing paperwork in our jurisdiction. He would be living in this apartment from Sept 13, 2018 until he goes back to his original place of residence when the certificate of house property right is processed. The Neighborhood Administration verified the situation with the authority of his place of residence to be true, asked cadres to register him as an incoming person and to contact him regularly to follow up on this thoughts. When any irregularity is found, they should report in a timely manner.
- On Sept 13, 2018, Eynisem Ehmet (海尼散木·艾合买提, F, Uyghur, ID: 652923197403042626, registered/current address: Apt 603, Entrance No. 1, Building No. 100, West Wenquan Road 318, Shuimogou District, Urumqi, phone number: 15292410494), a relative to three kinds of people in West Wenquan Neighborhood, came to the Neighborhood Administration to ask for a leave from the secretary and the police on the ground of taking care of her sick mother. She expected to come back to Urumqi in 5 to 6 days. Having checked with her original place of residence and assessed the situation, Eynisem Ehmet was granted a leave and bought a ticket for the trip back to Aksu this evening.
- On Sept 13, 2018, Munewwer Erkin (穆乃外尔·艾尔肯, F, Uyghur, ID: 652927198702140306, registered/current address: Apt 102, Entrance No. 2, Building No. 105, West Wenquan Road 318, Shuimogou District, Urumqi, phone number: 18799932998), permanent resident in West Wenquan Neighborhood, came to the Neighborhood Administration to ask for a leave from the police. The reason was she was pregnant and expected to give birth. Her family was in Aksu and it was inconvenient to them to come to Urumqi to take care of her. On Sept 13, she bought a ticket for going back to Aksu. The police agreed and reported to the Neighborhood cadre in charge of this household according to the regular procedure. The cadre in charge has followed up the case by verifying with her original place of residence.
- Rozi Memetimin (如孜·麦麦提敏, M, Uyghur, ID: 653123198605121113, registered address: House No. 37, Group No. 7, Etimchaghri Village [艾提木恰格日村], Ulughchat Township [乌恰乡], Yéngisar County, Xinjiang; current address: Apt 402, Entrance No. 1, Building No. 205, East 1st Alley 59, Yanhe Road, Shuimogou Dist, Urumqi; telephone number: 13095019756. Occupation: security guard at Beishanpo Neighborhood) was summoned by the working station of his hometown to go back to his hometown.
- Through inspection over residents, police officers at Xiuquan Neighborhood [秀泉社区] found out that a resident in their jurisdiction, Zhang Xiaoliang (张小亮, M, Han, ID: 65412819807282219, phone number: 15276716615, registered address: 183-3-101, Weisite Residential Complex [维斯特小区], East Wenquan Road 287, Shuimogou District, Urumqi), was a national-level focus person [全国重点人员]. The Neighborhood Administration has put him under supervision.
Inadequacies in our work: There is a large number of relatives of “three kinds of people” who are under supervision, in total there are 1,107 people. First, in practical terms, there are difficulties in our management of people under supervision who do not currently live in our jurisdiction. Second, many relatives of three kinds of people asked for leave in the name of sickness or visiting relatives. This creates potential risks for our day to day management.
Measures: 1) In the supervision of three kinds of people in custody and their relatives, we need to update their status in time by communicating with administrative committees, subdistrict offices and neighborhood cadres in advance. We should step up daily assessments and improve documents in accordance with requirements over records and dossiers. For those whose registered address is not in this jurisdiction, we should actively communicate with administrative committees or subdistrict offices to urge to transfer their records to their current jurisdiction of residence. We should duly implement all control measures and make sure nobody is missed. 2) Take concrete steps to do a good job at supervision by taking the opportunity of ethnic unity activities and by combining striking and prevention with help and support. 3) Strengthen the sense of responsibility of neighborhood police officers and cadres. Mobilize information agents and persons in charge of an apartment building to pay close attention and to report about any discovered suspicious events in time.
(ii) Individuals related to evil cults
We continued to monitor 46 individuals associated with evil cults and updated the status of management and control in the system. We maintained close scrutiny over 6 individuals in the key demographic group for countering evil cults in an effort to rigorously limit the spread of cultish thoughts.
Strengthen patrols and checks at key frontline locations. Monitor the crowd size at Shuimogou Park and Qingquan Temple. Pay close attention to any possible development.
(iii) Policing situation:
- This week we received 53 police reports, down by 64% from 149 during this period last year.
- This week, we filed 0 criminal cases, down by 300% from 3 during this period last year.
- Three law and order cases occurred (3 physical assault cases). Among them, 3 are solved. There were 47 other cases.
Assessment: Most cases occurred because residents did not have a strong sense of precaution. Therefore public outreach and education should be strengthened in an effort to raise the awareness of self-precaution and eliminate the unrealistic expectation of flukes. By raising the level of precaution, lawbreakers will have fewer opportunities to take advantage of.
(iv) Risk factors, situation of the community, and public order incidents

People’s sentiment and livelihood:
- Information agent DX18-2-12 at Yanhe Road Neighborhood reported that: Petitioner Ehmet Mumin (艾合买提·木明, M, Uyghur, ID: 650105196802030072, registered address: West Wenquan Road ext 219 ext 2 [温泉西路付219号附2号]) expressed that he would petition his case for a settlement because he had grievances over his illegal structure at Jingfuyuan 5th Alley 33, by the side of Shuimo River, being demolished by the Administrative Law Enforcement Brigade of Shuimogou District. Neighborhood cadres persuaded him to find a solution using a correct approach and not to go to extremes. In the near future, pay closer attention to the circumstances of this person and report any updates in a timely manner.
- Lan Yongsheng (懒永胜, M, Hui, ID number: 622701199505122779), resident at Apt. 303, Entrance 2, Building No. 37, North Wenquan Neighborhood, was hospitalized for mental illness at No. 4 Hospital on April 17, 2018. His guardian did not want to pay for the expenses for his treatment and demanded the government to foot the bill. As a result, his medial expenses have not been paid for as of Sept 11, 2018.
Public order incidents:
- On Sept 9, 2018, cadres at East Wenquan Neighborhood sequestered vacant houses in their jurisdiction. They sealed and locked up unoccupied housing units. When new tenants move in, they are required to register at the Neighborhood Administration.
- On Sept 10, 2018, police officers at Fengjing Neighborhood inspected Xinjiang Guanghui Basketball Team. It was discovered that the surveillance room was unattended and the door was left open. Police officers admonished the person in charge and required them to rectify the situation.
- On Sept 10, 2018, a large number of construction workers gathered in front of the entrance to the office of Beautification Project in our jurisdiction. It was learned that construction workers on the project had demanded their wage many times in vain. Ren Jianrong (任建荣), secretary for comprehensive management at Shuitashan Subdistrict Office, arrived at the scene to coordinate. It was decided through communication that a negotiation meeting of three parties would be held at a later time. The funding for wage was expected to be in place in 10 days, according to Luo Congwei (罗从伟), the person in charge of the project.
- In their safety inspections at North Yanhe Neighborhood, police officers found out that at the Alloy Factory Community (address: East 2nd Alley 87, Yanhe Road), the facial recognition-based access control device had not been activated since installation. Nobody was in charge of registering incoming vehicles. Despite repeated urging, this community has not started using the system as required by rules.
- At North Yanhe Neighborhood, the police and neighborhood cadres inspected vacant houses on the hill. In this operation, 1 police officer, 6 staff members participated and 1 police car was dispatched. 2 household cleavers, 1 meat hook and 1 iron saw (all of them rusted) were discovered and seized by the Neighborhood Administration.
Assessment: This week, officers at our Police Station have ensured all tasks are concretely implemented by employing a practical working style and using effective measures, by following the new requirements to “solidify the situation in two years” and by closely following Xi Jinping thought on socialism with Chinese characteristics for a new era. We have stepped up home visits on key individuals concerning national security; continued enforcing control and checks on inflow of population, migrants and rental housing; and strengthened fire hazard inspections in our jurisdiction on businesses and organizations, shopfronts, venue of large gathering, and crucial locations.
