He graduated from the Minzu University of China in 1975 and served as a teacher of the Cadre Training Department of the University. Before retiring, he served as Party Secretary and Deputy Director of the Finance Department of Xinjiang Uygur Autonomous Region and also a Standing Committee Member of the 12th CPPCC National Committee (March 2013 to March 2018). During his 40 years of working life, he kept studying and furthering his studies to help others. Especially in the education and poverty alleviation work in remote and impoverished areas. He suffered from nephrotic syndrome in the past, and diagnosed with diabetes, coronary artery disease, and hypertension. He was on intensive medications for those conditions.
