no reason given, might because of his son studying in US | still in the camp [from video testimony on September 7, 2019: released but had to undergo surgery, with the person who told Arafat the news only recently saying that “right now she can walk”] [update from testifier in early December 2019: On November 9,2019 , on “Xinjiang” Uyghur Autonomous regional Government’s official statement and on the article published by official WeChat account of China’s state propaganda media “Global times”, they claimed she was never been detained to the camp. They even claimed that she told her son Arfat “your dad harmed society. Don’t lie, quit WUC” , even though Arfat’ still doesn’t have any contact with his mom and his last contact with his mom was more than 2 and half year ago and he is not a member of WUC. A week later, she appeared on Chinese Government’s propaganda video, a video to discredit Uyghurs who spoke to the media about their detained relatives and family members. Yet,. In the propaganda video, she was barely standing, leaning against the TV stand with her hand WITH pale and sad look, blinking her eyes20 times in her 16 second screen time, in a way proved Arfat’s update testimony about her “going through a big life threating surgery following her release from the camp and barely can walk even after months“ published as part of UyghurPulse project on September. 2 days later UN’s Working Group on enforced or involuntary disappearance sent an email with official documents to Arfat, as Arfat submitted his parent’s case to them around January 2019, yet no response was given by China when UN asked China their whereabout in early 2019. But this time, China responded to UN’s request , with one line “ Now she lives an ordinary life”, indicating she was detained before but released , in contrary to their statement from 2 weeks ago. (For some unknown reason, They also said she is a teacher at No.9 Kindergarden, but she is not and she has been working as math teacher in Ghulja No.5 elementary scholl in last 25+ years)] Testimony 6: in their reply to the United Nations, the Chinese authorities simply said that the victim “now lives an ordinary life”. |
From a Kazakh family friend who fled to Kazakhstan | UHRP report (Testimony 2) | Testimony 1*|3|4*|5: Arafat Erkin, originally from Ghulja, but now living in the United States. (son) Testimony 2: Arafat Erkin, as reported by Uyghur Human Rights Project. (son) Testimony 6: Working Group on Enforced or Involuntary Disappearances, one of the thematic special procedures overseen by the United Nations Human Rights Council. |
Gulnar Telet was a mathematics teacher at the Ghulja No. 5 Elementary School. She speaks fluent Chinese. | Previously in a camp not far from the electric power plant, but now appears to have been released. [Presumably at home.] | Taken to camp in December 2017. In September 2019, her son learned that she had been released in early 2019, but had to undergo a major surgery. | No reason given, to the best of her son’s knowledge. May be because of his studying in the US. | Presumably at home, but had to undergo a major surgery after her release in early 2019. The person who told Arafat the news waited until recently (September 2019), possibly because the surgery was life-threatening. This person told him that “right now she can walk”. On November 9, 2019, she was cited in a local propaganda piece by the Global Times as stating that she was never in a camp and that Arafat’s father had harmed society. In the piece, she also told Arafat not to lie and to leave the World Uyghur Congress (of which he had never been a part). A week later, she appeared in a Global Times propaganda video , in which she looked weak and pale, blinked frequently, and relied on a TV stand for support. (The Chinese state media claims that Gulnar was in a hospital because of “some ailment in her spine”.) Two days after that, Arafat finally got a reply from the Chinese side via the UN’s Working Group on Enforced and Involuntary Disappearances – to whom he had submitted his mother’s case in January 2019. It said that his mother was “now” living an ordinary life, which appears to contradict the earlier statement in the propaganda (that she had never been detained). |
News about her detention came to Arafat from a Kazakh family friend who fled to Kazakhstan. [The recent news may have come from a different source.] That she was in terrible health was also confirmed by the state-media TV report. |
An UHRP report notes that communications between the victim and her son became coded in the years leading up to the arrest, and she would occasionally praise the Communist Party in their phone calls. Media coverage, Chinese media response |

Arzugul Tashpolat (阿孜古力·塔西普拉提), 52 years old (DOB: September 30, 1967). She graduated from university in 1988 and had since been working as an instructor – teaching physics, according to her son – at the Xinjiang Mechano-Electrical Vocational and Technical Institute (新疆机电职业技术学院), working there for almost 30 years up until being detained in a “training center” in February 2018. She and her husband had gone travelling to Switzerland in July 2015 and to Turkey in January 2017. Her son mentions that she speaks fluent Chinese. Chinese passport number: G58802257. |
She might have been in an internment camp somewhere around Urumqi’s Dawan neighborhood (but Nureli could not say for sure since no one had been able to see her at the time when he submitted his testimony). Having reportedly been released, she is likely somewhere in Urumqi now – at her home address, most likely (see Chinese ID). | Her passport was confiscated by her school in 2017, soon after her return from her trip abroad. She would be taken to a camp on March 27, 2018 [February 2018, according to her brother]. On May 1, 2019, she was released, but not allowed to contact her children in the USA. | According to Nureli, it is not clear why she was detained, but her 2 kids studying in America (where they still are), her brother (Nureli) being in Turkey, or her husband having been detained could all have been used as excuses. According to her son Emrulla, it was for sending money to her brother (Nureli) in Istanbul (via a Chinese bank). |
On May 13, 2019, Uyghur scholar and activist Abduweli Ayup reported in his most recent list of detained Uyghur intellectuals that Arzugul was recently released. On May 23, 2019, Radio Free Asia’s Mandarin service also reported this – perhaps from the same or derived source – adding that she was released on May 1, 2019 but was forbidden from communicating with her children in the United States. |
Nureli mentions seeing her for the last time around September 2017, when the two had a video call on WeChat. He learned that she was detained in a camp through her children in the United States. Emrulla appears to have been in contact with her shortly before her detention. He mentions that a QR code was installed on the family’s home around this time, with the police coming by to scan it from time to time. After her release, a relative sent a picture of her – much thinner than before – to Emrulla. |

4231 | Ershidin Israil | 65400219????????O? | This testimony has been imported from a report by the World Uighur Congress. | n/a | Ershidin Israil, was a 38-year-old former geography teacher from Ghulja. He fled East Turkestan on September 24th, 2011 to Almaty following his disclosure of witnessing the September 18th beating death of Shohret Tursun, who had been detained among a group of about 40 Uyghurs in July 2009 following ethnic riots in Urumqi. After making his way to Almaty, Israil was eventually granted refugee status in March 2010 and accepted for resettlement in Sweden on April 1st. Kazakh authorities, however, denied Israil’s application for an exit visa and arrested him on June 23rd, 2010. In May 2011, a Kazakh court denied his application for political asylum. Israil was reportedly deported from Kazakhstan to China on May 30th, 2011. | The victim is in detention in China. | The victim was deported to China on May 30th 2011. | According to the Kazakh foreign ministry in a statement, Israil’s arrest in June 2010 was on account of alleged “terrorism charges”. It is unclear, but seemingly Interpol assisted in maintaining his detention. Israil had previously served a six-year jail sentence in 1999 for “separatism.” Kazakh authorities alleged that Israil confessed to taking part in a “terrorist act” in July 1997. Together this ensured the Kazakh authorities could detain him and prevent his flight to Sweden. | Deported to China in May 2011 despite having initially been granted refugee status by the United Nations High Commissioner for Refugees (UNHCR) in Kazakhstan. 4476 | Abdulla Jamal | 65312419????????O? | This testimony has been imported from a report of disappearances collected by the World Uighur Congress. | – | Abdulla Jamal was a middle school teacher at the No. 1 Middle School of Poskam County in Kashgar, who was detained on the 12th of March in 2005 and formally arrested in April 2005 (which explains the WUC discrepancy) in Kashgar. Amnesty International reported that he was arrested for “Disaster in the Oil Well”, a text that Chinese authorities claimed incited separatism. Radio Free Asia said this was actually a novel titled “Tragedies at the Oil Well.” RFA reports that Abdulla Jamal had been detained alongside Abdushukur, Aynur Abdugheni and Aniqiz Ghurpur, all of whom were teachers. They had also been detained alongside 17 or 18 students, apparently because of involvement in a fight between ethnic Uyghur and Han Chinese students. Abduweli Ayup was born in Kashgar in 1973. He spent some time in the U.S.A before returning to Xinjiang. He has been arrested, interrogated and tortured several times by Chinese police for opening an Uyghur language kindergarten in Kashgar and promoting Uyghur language education. He has since fled China for Turkey. | Turkey [G. A. Bunin: in mid-2019, he relocated to France] |
First time on August 19, 2013. He was then freed in November 2014 and found work teaching English in Kashgar. During his work period, he experienced frequent ID checks and police pressure, his student number became less and less. He was arrested in December 2014 for 4 hours and ordered to clean the toilets. He was then arrested again on July 7, 2015 and tortured repeatedly. Testimony 2: He was raped the same day of his arrest (19/8/13), and was later subjected to torture, including the “tiger chair.” Despite this torture, he refused to confess. On March 21, 2015, he learned that he was being accused of a financial crime, which he agreed to confess to in exchange for a sentence of 18 months. During his incarceration, he spent time in prisons [likely pre-trial detention centers] in Kashgar and Urumqi. In prison, he was submitted to many different biometric tests, including eye scans, DNA test and facial scans. He reports that the cells were overcrowded and in bad condition. Prisoners were fed only chicken soup and cabbage soup. He was forced to repeat three times a day, “I am a criminal, I am a separatist, I am here because society gave me a chance to repent”. He was released after 15 months. |
Promoting Uyghur language Testimony 3: Chinese officials tried to persuade him to admit he was organizing a separatist movement, since the International Mother Language Day was an initiative by Bangladesh and that separatist movement in Bangladesh started by raising issues of mother language protection. Testimony 4: he was accused of “illegal fundraising” |
